Brief specification description or basic overview of the project: The main work content of this package is to provide the operation and management of Sanlin Transfer Station and the transportation and disposal services of construction and decoration waste, of which the construction and decoration waste shall be transported to the Pudong New Area Construction and Decoration Waste Resource Utilization and Disposal Plant for disposal. It is estimated that 170,050 tons of decoration waste will be transferred at Sanlin Transfer Station. /b13>Bidders participating in this bidding can bid for one package or multiple packages at the same time, but each bidder can only win one package. Brief specification description or basic overview of the project: The main work content of this package is to provide the operation management of the Beicai transfer station and the transportation and disposal services of construction and decoration waste, of which the construction and decoration waste shall be transported to the Pudong New Area Construction and Decoration Waste Resource Utilization and Disposal Plant for disposal. It is estimated that 152,150 tons of decoration waste will be transferred at the Beicai transfer station. /b13>Bidders participating in this bidding can bid for one package or multiple packages at the same time, but each bidder can only win one package. (For details, please refer to Chapter 3 Procurement Requirements).

合同履约期限：本项目招一续一的方式，合同签订采用一年一签。年度考核合格后，进行合同续签。第一期的服务期为2025年02月01日至2026年01月31日。

The Contract Period: The project recruits one and renewes one, and the contract is signed once a year. After passing the annual assessment, the contract will be renewed. The first phase of service is from 01.02.2025 to 31.01.2026.

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣。（2）残疾人福利性单位，并将其视同小微型企业。本项目中小企业所属的行业为其他未列明行业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Policies to support small and medium-sized enterprises: This project is not specially for small and medium-sized enterprises to procure, and small and micro enterprise products enjoy a 10% price discount during the review. (2) Welfare units for the disabled, and treat them as small and micro enterprises. The industries to which the SMEs belong in this project are other unspecified industries.

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；
（4）本项目不允许转包、违法分包。

(c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law within the territory of China;
(4) Subcontracting and illegal subcontracting are not allowed in this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（******）、中国政府采购网（******）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
